IRS Notice CP14: What It Means and What to Do Next

November 1, 2026
Your first IRS bill. Twenty-one days.

Reviewed November 2026. This is general information, not tax advice for your situation.

A CP14 is the IRS’s first bill. It says you owe tax for a specific year and shows the total, including penalties and interest up to the date of the notice. It isn’t an audit, and nothing has been seized. But the clock is running.

Check it before you pay

  • Make sure it’s really from the IRS. A real CP14 comes by mail, never by text or email. It shows the tax year, the form number and a notice number in the top corner. You can confirm the balance in your IRS online account.
  • Compare it to your return. Look for estimated payments that weren’t credited, or a payment applied to the wrong year. Those are common causes.
  • Read the due date. The notice asks you to pay within 21 days.

What happens if you wait

Interest and the late-payment penalty keep growing until the balance is paid. If you don’t respond, the IRS sends more notices, usually a CP501, then a CP503, then a CP504 notice of intent to levy. It can also file a federal tax lien.

If you can’t pay it all

  • Short-term plan: up to 180 days to pay, with no setup fee.
  • Monthly payment plan: available online for many balances. A plan also cuts the late-payment penalty in half while it’s in place, if your return was filed on time.
  • See how IRS payment plans work.

If you think it’s wrong

Call the number on the notice before the due date, and have your records ready. If the balance is mostly penalties, you may qualify for penalty relief.
